Even if this is just implemented initially for referencing in an environment scene (which could be many gigabytes) without bloating the new scene just for animating characters.
Would be good if when reopening the new scene there was a toggle in the scene manager to (1) defer loading, (2) load in the payload (referenced scene) or (3) load the referenced scene in as bounding boxes.

One of the main purposes of referencing is that the size new scene will be very small, even when it is for example, referencing a large environment scene.
At the moment I am going exactly what you are suggesting, making a scene with the environment loaded.
Animating my characters with the environment as a guide, deleting the environment and saving the smaller animation scene.
At any later time I can merge in the environment. Tweak animation. Delete the environment. Save again.
Certainly it’s a workaround, but not as easy as referencing.
